Requirements to Become a Pennsylvania Designated Main Street Program

Across Pennsylvania, communities looking to strengthen their downtowns can pursue a Main Street designation through the state’s Main Street Matters initiative. This designation signals that a community has the organizational structure, leadership, and long-term vision needed to support downtown revitalization. While the benefits can be significant, earning designation requires careful preparation and demonstrated capacity.

To begin, an eligible organization must apply on behalf of a defined downtown or commercial district. Applicants may include local governments, redevelopment or housing authorities, nonprofit organizations, community development corporations, or Business Improvement Districts. The applying entity must already have a clear mission focused on revitalizing a traditional business district or neighborhood commercial corridor.

A key requirement of designation is organizational capacity. Communities must have a formal, established revitalization organization in place, not just an informal committee or volunteer group. This organization must employ a full-time, paid program manager who is responsible for overseeing daily operations, coordinating projects, engaging partners, attending required training sessions, and tracking reinvestment and performance metrics. The presence of professional staff demonstrates that the program can be managed consistently and effectively over time.

Strategic planning is another central requirement. Applicants must develop a five-year revitalization strategy that outlines the community’s long-term goals for economic development, physical improvements, business support, and district management. This strategy should be grounded in local conditions and shaped by input from business owners, residents, and other stakeholders. In addition, the organization must show that it has a sustainable structure and financial plan to carry out the strategy beyond the initial designation period.

Community engagement plays an important role in the designation process. While not a single checkbox requirement, successful applications typically demonstrate broad support from local stakeholders, including businesses, property owners, residents, and municipal leaders. Public meetings, surveys, and collaborative planning efforts help ensure that the revitalization strategy reflects shared priorities and builds long-term buy-in.

The designation process itself involves coordination with the Pennsylvania Department of Community and Economic Development (DCED) and the Pennsylvania Downtown Center. Applicants are encouraged to work closely with their regional DCED office before submitting materials to confirm eligibility and readiness. Applications may be submitted on a rolling basis, but the process can take several months due to planning, documentation, and review requirements.

Once designated, a Main Street program becomes eligible for priority consideration for Main Street Matters funding, as well as access to technical assistance, training, and peer support. While the designation requires commitment and preparation, it provides communities with a strong foundation for long-term downtown revitalization and investment.
